摘要/Abstract

摘要： 通过对我国湿地的权属特点及保护管理现状的归纳和总结,分析了造成目前我国湿地管理低效的主要原因,指出了法律法规、监测和市场手段的不完善,以及湿地保护资金缺乏等因素加剧了湿地生态系统破碎化和资源衰退的趋势,并提出了完善我国湿地保护管理体制的对策建议。

关键词: 湿地权属, 生态保护, 管理体制

Abstract: This paper summarized the characteristics of wetland ownerships and current situation of wetland protection and management and analyzed the main reason of low-efficiency in wetland management and some other reasons which included imperfect laws and regulations, monitoring and market means that are to be improved, and lack of wetland protection funding, all of which have caused fragmentation of the wetland ecosystem and wetland degradation. Finally the suggestions on improving wetland protection and management in China are proposed.
