The construction of forest public security culture is a task being strategic,systematic and protracted,which involves systematic connotation,sustained promotion and effective administration.It should be carried out with the guidance of “Three-level Theory”of public security culture and the criteria of six fundamental requirements of remarkable culture construction,aiming at an efficient interlink of three levels,namely,level of theory,level of cognitive and level of behavior.The connotation of forest public security culture system is centered on the following four sub-systemsconcept system,content system,carrier system and promotion system.It is of positive significance in improving the design of the top of the forest public security construction,giving impetus to a systematic,programmed and scientific construction of forest public security culture.
