Abstract: The differences and the causes of the identification standards of forest land are analyzed.The relationship of the current situation and planning should be distinguished first.Based on the current situation of land cover and land use,the land where forest vegetation grows should be identified as forest land.Based on planning,forestry land should be planned,and it should be managed by forestry management department to ensure the space of forest resources development.The un-forestry land where forest vegetation grows should be identified as current forest land,can be calculated and included into forest cover rate,but the land can be managed by other management department.
