Abstract: With the background of the strategic shift and the reform of the state-owned forest right(experiments),this paper discusses the critical forest management problems of the state-owned forest area in Heilongjiang in two aspects.Firstly,from the view of the state-owned forest reform,the critical managament problem is the change of the management object;secondly,from the view of the classification management,the critical management problem is the change of the management purpose.According to the problems,the forest management practices of the state-owned forest area shall be reselected.
