Abstract: Based on the natural, social and economic conditions of Wulanchabu City, seven indexes are selected, which are average elevation.average annual rainfall, average temperature, forest coverage, natural forest area, per capita income of farmers and ecological forest area. The fuzzy clustering analysis method is used for the w hole area, which is divided into 5 sub-areas by using clustering method. The five sub-areas include timber forest at the south foot of Yinshan mountains, protective forest in the loess hilly area at the south foot of Yinshan mountains, special purpose forest at the no rth foot of Yinshar mountains, timber forest in the Qianshan hilly area of Wulanchabu city and special purpose forest in Huitengliang area of Yinshan mountains.Big dif ferences exist in natural conditions among those areas, but no dif ference wi thin each individual area.According to the specific conditions of each area, some strategies, targets and suggestions for forestry development are put forw ard in this paper.
